EMANCIPATION SCHOLARSHIP PROGRAM
The Needs of Foster Youth as They Enter Adulthood
While individuals are legally adults at age 18, most continue to receive emotional support, financial support, and guidance from their biological families for several more years. For youth in foster care, however, the gradual transition process to independent living ceases abruptly upon emancipation at age 18. The result is that emancipated foster youth are at much higher risk for homelessness, unemployment, academic failure, incarceration, teen pregnancies, and a host of other problems. National and state studies indicate that as much as 30% - 40% of the homeless population is former foster youth.
Since 1993, FamiliesFirst has awarded $675,820 to 248 emancipating youth. In 2006, $156,645 was awarded to 38 youth - making this the largest dollar amount awarded and the greatest number of scholarships granted in the fund's 13-year history. The Emancipation Support Fund has provided scholarships to emancipated FamiliesFirst foster youth to assist teens as they leave their foster home and transition to independence. The funds awarded to these young people provide financial support for higher education including tuition, housing, utilities, food, and transportation expenses.
